Trump does (did) have a loyalty oath. In my opinion, Spicer and other members of the Trump administration signed loyalty oaths.
Conservative Kathleen Parker said on “Hard Ball” — I have a friend who is leaving because she refused to sign this oath. This statement was made BEFORE the New York Times article exposing the loyalty oath.
Here is the chronology:
On Tuesday afternoon 5/9/2017, Trump sent a letter firing Jim Comey.
The reason given was 2 letters from Deputy Attorney General Rod Rosenstein and Attorney General Jeff Sessions.

On Thursday evening 5/11/2017 6:30pm, Trump had an interview with Lester Holt where the firing of Comey was discussed.

TRUMP: What I did is I was going to fire Comey. My decision. It was not...

And in fact, when I decided to just do it, I said to myself -- I said, you know, this Russia thing with Trump and Russia is a made-up story. It's an excuse by the Democrats for having lost an election that they should've won. …”
So the Trump administration lied about the reason why Trump fired Comey.
On Thursday evening 5/11/2017 7:00 pm, Kathleen Parker was on Hardball with Chris Matthews.
“…KATHLEEN PARKER, THE WASHINGTON POST: He`s suddenly the guy that`s
responsible for this whole massacre. You know, no one doubts ever that
Trump does exactly what he wants to. He does the counterintuitive thing
often.
He also does this thing – he seems to hold his staff and even his vice
president in contempt. It`s sort of like, well, you guys really screwed
up, but I`m in charge and this is how I do things, you know? And even
though, it`s – I mean, I feel sorry for them frankly because there`s no
guidance for them and they`re kind of stuck –
MATTHEWS: Who does he care about? His family?
PARKER: He cares about himself, my dear.
MATTHEWS: I think he cares about Ivanka and her husband and maybe a few of

In a Private Dinner, Trump Demanded Loyalty. Comey Demurred.

Nothing was discussed on Hardball brought up the breaking New York Times article about Trump asking Comey for loyalty. You know how the 24 by 7 cable channels work. If Chris Matthews knew about the article, it would have been a topic of discussion.
Even though Kathleen Parker only has second hand information about her friend’s loyalty oath, it is a compelling evidence that there is a Trump Loyalty oath.
Mueller will be able to compel liars like Spicer to own up to signing or verbally agreeing to loyalty to Trump (much like the mafia).
