The primary reason for the majority of these separations is “zero tolerance” policy Attorney General Jeff Sessions implemented last month. Under this rule, all border crossings are referred for criminal prosecution, which has resulted in the parents who are apprehended being forcibly separated from their children while they enter the legal process.
As I understand it, trumped up criminal charges are being made against immigrants at the Southern border, and their children are then being kidnapped, in order to deter other immigrants. By “kidnapped” I mean kidnapped: deliberately taking children from their parents, with no record-keeping of who these children belong to and no intention of returning them to their parents.
The U.S. Department of Justice Office of the Inspector General (the OIG), which has been in the news most recently for its report on former FBI Directory James Comey, is an independent office with these duties:
The OIG conducts independent investigations, audits, inspections, and special reviews of United States Department of Justice personnel and programs to detect and deter waste, fraud, abuse, and misconduct, and to promote integrity, economy, efficiency, and effectiveness in Department of Justice operations.
The OIG's investigative jurisdiction includes all allegations of criminal wrongdoing or administrative misconduct by DOJ employees, except for allegations of misconduct that "relate to the exercise of the authority of an attorney to investigate, litigate, or provide legal advice," which are referred to the DOJ Office of Professional Responsibility (OPR) unless the allegation concerns attorneys who work for OPR.
I think a policy of trumped up criminal charges and kidnapping, to deter immigration, would qualify as “criminal wrongdoing” and “administrative misconduct” of the highest order.
