Before I go into the dossier (or report) its important to note that British Secrecy Laws prevent Civil Servants from engaging in reporting to entities outside of the government. They can risk loosing their pension and even jail time if they violate these laws Mr Steel could not engage in collecting information or releasing information until his retirement
The Trump–Russia dossier, also known as the Steele dossier,[1] is a private intelligence report comprising 17 memos that were written from June to December 2016[2] by Christopher Steele, a former head of the Russia Desk for British intelligence (MI6). Steele was hired without knowing, or ever having direct contact with, his ultimate clients,[3] and his only instructions were to seek answers to this basic question: "Why did Mr. Trump repeatedly seek to do deals in a notoriously corrupt police state that most serious investors shun?"[4] The resulting dossier contains allegations of misconduct and conspiracy between Donald Trump's presidential campaign and the Government of Russia during the 2016 election cycle, with campaign members and Russian operatives allegedly colluding to interfere in the election to benefit Trump.[5] It also alleged that Russia sought to damage Hillary Clinton's candidacy, including sharing negative information about Clinton with the Trump campaign.[6] The dossier was published in full by BuzzFeed on January 2017.
The media, the intelligence community, and most experts have treated the dossier with caution, due to its unverified assertions, while Trump himself denounced the report as "fake news". While the media tends to treat its allegations as gossip,[14] the intelligence community takes the allegations seriously and tries to validate them.[15][16][17] For example, as of May 2018, former career intelligence officer James Clapper believed that "more and more" of the dossier has been validated over time.[18]

Allegations
The dossier contains multiple allegations, some of which have been publicly verified while many others remain publicly unverified but not disproven. In some cases, public verification is hindered because information is classified.[20] Trump and Putin have repeatedly denied the allegations, with Trump labeling the dossier as "discredited", "debunked", "fictitious", and "fake news".[83][84]
Cultivation, conspiracy, and cooperation

Christopher Steele is considered an expert on Russian espionage. The right wing media has been very successful in squashing this story and stopping any discussion of it.
