As has been the case in the past, this is all about show and not about doing something real. If you recall, when Trump responded to Syria's chemical attack on civilians; in an effort to demonstrate he took it seriously, what did he do? He warned them in advance, which allowed for both the Russians and the Syrians to minimize the effect. It really wasn't even equivalent to a slap on the wrist. However, it provided a great talking point that he and his supporters have used to show how tough he is.
Trump's promise that he will respond to Khashoggi's death is based upon the premise that there needs to be proof. We have heard that there may be audio and rumors that there may even be video of his execution. The likelihood of video materializing is pretty slim, but we'll have to wait and see. So the point here is that if there is absolute proof, the Royal Family will take care of the problem and then Trump can argue that there is no need for any further response. There is also the possibility that if evidence of the execution does exist, he'll likely claim that it is not sufficient to warrant any action against Saudi Arabia. Of course, there is also the possibility that he might make a token response much like the airfield bombing in Syria. Of course, he will threaten, which is something Trump loves to do, but then not take much is any action beyond that. In any case, he will not do anything that may damage his business interests in Saudi Arabia. That you can bet on.
As Trump has proven so many times in the past, his interests come before all else. He really has little time for governing anyway given the need for so many rallies and the inability to do much of anything before noon.
