If only Trump weren’t holding the office of POTUS* there are at least eight examples of obstruction of justice on which he could be prosecuted. Even Fox News’s Judge Napolitano thinks Trump is not cleared on obstruction.
- yes/unclear/no markings are rough approximations of what's written in the report ("yes" = "substantial evidence" or similar; unclear is self-explanatory; "no" in this case indicates that Mueller assessed the incident to concern lying to the press rather than to investigators)
- Letter markings at the top correspond to the section markings in Volume II. I've marked some sections here as including multiple incidents (J&K). Section A is really just a statement of overarching facts and doesn't include any obstruction analysis
- NB: this doesn't mean Mueller would necessarily have decided to prosecute in the absence of the guidance against indicting a president; it doesn't mean that, if he had prosecuted, he would have secured a conviction. this is just condensing how he characterizes the evidence
