Trapped on a flood plain as the water level rises, Trump tries to spin and divert attention (complete with ALL CAPS tweet) even as obstruction revelations mount. So many want to “move on” even as there is no shortage of topics and evidence for impeachment inquiries.
The reality could be that since Barr is doing the heavy consigliere lifting, Flood is no longer needed. OTOH, Flood knows that an actual impeachment will get messy as the daily pattern of accumulated obstruction has never abated. Unlike John Dowd, Flood did seem to resist throwing himself in front of his client or hectoring witnesses, but perhaps that was Silent Jay Sekulow and Rudy G’s jobs.
The GOP blithely believes that removing Trump is impossible with a Senate majority so their ability to cover-up should ensure Trump’s re-election. Greatest escape from Constitutional crisis, Barr none.
The reality will come from the historical preponderance of evidence and all that obstruction made even more obvious by a House impeachment inquiry starting with the Democrats and ending with Republicans representing flippable districts.
Flood, who was brought on October 2018, called special counsel Robert Mueller's report into Russian interference and subsequent obstruction of justice probe a “law school exam paper” in a scathing 5-page letter last month, where he also claimed the special counsel's office did not follow proper regulation.
“This species of public report has no basis in the relevant regulation and no precedent in the history of special/independent counsel investigations,” Flood wrote.

Flood’s departure, which was widely expected after the probe ended, will undoubtedly disappoint some who wanted him to stay and help Trump fight a slew of congressional investigations.
Mueller announced his own resignation and the closure of the special counsel's office last week in his first televised address since the investigation concluded.
