Farming — is the 6th pillar of Jay Inslee’s comprehensive “gold standard” climate plan.
Or more precisely: “Carbon Farming”
What Jay Inslee’s climate policy means for farm country

[...]
[Washington Gov. Jay Inslee] said the mounting climate crisis is part of a “triple threat” facing rural communities, along with a decades-long failure to invest in rural infrastructure and an “erratic” Trump administration that is hard to predict, particularly on trade policy.
But solutions to climate change can fuel economic growth, he argued.
“This future calls for regenerative agriculture that rewards farmers for putting carbon back into the ground where it can improve soil fertility and crop productivity,” Inslee said. [...]
How would his plan work for farmers?
Inslee would launch a “Carbon Farming” initiative to expand on a number of Agriculture Department programs, such as tripling funding for a voluntary conservation program that pays farmers to adopt certain practices. He would also give farmers discounts on their crop insurance coverage if they take steps to store more carbon in their soil and make their operation more resilient to climate change. Inslee would invest more money into researching agricultural innovations as well, though he didn’t outline how he would pay for the initiative.
His plan calls for paying farmers and ranchers — through existing USDA programs — for capturing methane emissions, which also can be converted into an energy source.

Inslee is now turning his attention to being elected to a 3rd term as Governor for the great state of Washington:
OLYMPIA, Wash. (AP) — Washington Gov. Jay Inslee, who has ended his climate change-focused 2020 presidential bid, is set to announce Thursday that he'll seek a third term as governor.
Two people close to Inslee told The Associated Press that Inslee planned to make the announcement in an email to supporters. The two spoke on condition of anonymity because they were not authorized to discuss the announcement publicly.

The Governor announced last night (on the Maddow Show) that his Climate Plan is now “open source” available to all in the field who plan to “do something” about this very real threat.
As Inslee now steps away from the race, he said he will help the rest of the contenders with their climate plans. He also said his own plans are "open source" and available for all to use.
