Sioux City, Iowa—As J.D. Scholten barnstorms Iowa’s 4th district, holding town halls in towns of less than 1,000 people and showing up in rural communities that have been neglected for too long, both Inside Elections has changed the rating of the race for the U.S. House seat — a district won by President Trump by 27 points in 2016 — from Leans Republican to Tilt Republican.
