Texas Republicans are eyeing 2020 with no small amount of panic. They are in such a panic that they are plotting even now how to change the rules when Democrats gain seats in the legislature. The Dallas Morning News reports on Lt. Gov. Dan Patrick's threat that they'll change the rules if they lose seats to keep Republicans in control. As long as they have a majority, he told a group of conservatives, they should keep changing the rules to block the Democrats.
That's a Republican who knows his party is going to lose seats in November. He also knows it can lose a seat next Tuesday, with Democrat Dr. Eliz Markowitz in contention for House District 28 in a runoff special election. She won the most votes in November's special election of all the candidates, but not enough to avoid a runoff. This is a big-deal race that would put the Texas House just nine seats away from flipping the chamber and would continue the trend started in 2018, when Democrats took 12 seats from Republicans. So, yeah, Republicans are worried.
