So tomorrow is the cliffhanger announcement of whether Dean opts out of federal financing or not. Arguments in favor of opting out: keep up with W's $200M, steamroll the democratic field while the steamrolling is good, keep the grassroots activism alive, etc. Arguments against: he already said he would agree to limits, he's walking away from $19M in free money, he's sounding the death knell to public campaign finance, he's using money to seal the nomination deal, etc.
So to get away from some of the negative publicity that opting out would generate this, he's spun this in a way that puts the decision on his 500,000 or so supporters (or the % that actually decide to vote on the issue). And he's focussed on how he doesn't want to handicap himself for the March-July slog vs. Bush next year.
