12:05 am PT: So, no joy in the netroots tonight, as preferred candidate Debra Bowen fails to advance... perhaps due partly to the presence of Marcy Winograd on her left. On the other hand, this may end some of the hand-wringing over the new Top 2 primary, seeing as how the election wound up the exact way it would have under the old system of running California special elections, with the top Democrat and top Republican advancing. (D. Jarman)
11:55 pm PT: And just like that it's over! All the rest of the ballots showed up all at once, taking us to 100%. And that trendline held, creating a definitely surprising result... Debra Bowen finishes third! Final score is Hahn 24.6, Huey 21.87, Bowen 21.48, Winograd 9.5, and Gin 7.8. We'll have to see if these results hold over the next few days (if anything else trickles in or if there's a recount, given the 206 vote disparity between Huey and Bowen), but if so, it looks like we're looking at a Hahn/Huey runoff in July, in which case Hahn would presumably be a heavy favorite.
11:35 pm PT: Looks like a dump truck load of ballots all showed up at once, as all of a sudden we're up to 201 precincts in (77%). Debra Bowen's barely holding on to second place: it's 24.8 for Hahn, 21.9 for Bowen, 21.1 for Huey, along with 9 for Winograd and 8 in Gin.
11:20 pm PT: Another update, and GOPer Craig Huey keeps creeping up on the two Dem frontrunners. It's now Hahn at 23.8, Bowen at 21.9, and Huey at 20.4, with Gin and Winograd back at 9. That's with 102 precincts in (39%).
10:40 pm PT: We've got another huge chunk o' votes, taking us up to 74 precincts (28%). Again, the numbers haven't budged much, with Hahn (23.2) and Bowen (22.5) neck and neck. Huey's at 19.5, followed by Gin (10) and Winograd (9).
10:25 pm PT: Holy crap, something actually happened! After the longest ganja break in history, we've gone up to 29 precincts (11% reporting). But the numbers have barely budged: it's now Hahn 24, Bowen 22, Huey (the self-funding GOPer) 19, Gin 10, and Winograd at 8.
9:15 pm PT: Well, we're still waiting for election officials to move past those 7 precincts (this is, as was referred to in Swing State Project jargon, officially a "ganja break"). But we do have some exciting news to report out of Jacksonville, Florida. With all precincts reporting, it appears the city of more than 700K has elected its first African-American mayor, Democrat Alvin Brown. (I say "appears" because the margin is 603 votes, so a recount is possible.) This is an upset over Republican Mike Hogan in one of the nation's reddest major cities.
8:25 pm PT: And we're up and moving, with 7 precincts in! (That's out of 261, or 3%.) Things are playing out, so far, pretty much like we expected, with Janice Hahn and Debra Bowen in first and second place. Hahn's at 24, Bowen's at 21. As we've said earlier, if the GOP had managed to consolidate, they might have had a shot at breaking the top 2... as it stands, self-funder Craig Huey's not that far back for them, at 18. Moderate GOPer Mike Gin is at 11, lefty Dem Marcy Winograd is at 8, other GOPer Mike Webb is at 8, and crazy GOPer Kit Bobko is at 5.
