Here's the requirements to be a voter registrar as well as training times for some of the major cities, collected for your reading pleasure.

I just collected the big cities. The general rule is the same, though: google for "elections [your county or city]" and call the person lucky enough to have their office number on that page! Ask them what information they have on their Volunteer Registrar Program.
Be nice and have fun, get out the vote for midterms and local elections!
What is a Volunteer Deputy Registrar?

Volunteer Deputy Registrars are entrusted with the responsibility of officially registering voters in the State of Texas. They are appointed by county voter registrars and charged with helping increase voter registration in the state.
A Volunteer Deputy Registrar may:
Accept applications for voter registration from residents of Bexar County who are not already registered to vote.
Accept change forms from registered voters who wish to change information on their voter registration certificates.
Hand out applications for requesting replacements of missing voter registration certificates.
Help an applicant fill out the registration application if the applicant cannot read or has a physical disability.

New standardized training curriculum has been developed by the Secretary of State as prescribed by the 82nd legislature. In accordance with House Bill 1570, the Bexar County Voter Registrar will schedule formal training classes (approximately 30 minutes long) to be immediately followed by deputation.

Classes are held on the 1st Tuesday of each month beginning in March. Interested volunteers can attend a 1-hour session at either 10:30 a.m., 12:30 p.m. or 6:30 p.m. Training is conducted at the Travis County Voter Registrar's office located at 5501 Airport Blvd., Austin, TX 78751.

How to Become a Volunteer Deputy Registrar?
1. Complete a Request for Appointment (PDF link below).
2. Register to complete the Volunteer Deputy Registrar training.
3. If you are eligible, the voter registrar will issue you a certificate of appointment and give you a receipt book.
However, you may not receive another person's voter registration application until you have completed the training that will be developed by the Secretary of State on or before January 1, 2012. At the time of your appointment, the voter registrar will provide information about the times and places at which the training is offered. This training requirement applies only to Volunteer Deputy Registrars who are appointed after the Secretary of State develops such training.
How do I Register?
Standardized training curriculum has been developed by the Secretary of State as prescribed by the 82nd legislature in accordance with House Bill 1570. Volunteers must attend a mandatory training where they learn about the qualifications to become a Volunteer Deputy Registrar and how to register voters.
