Joseph Heller, Catch-22, 1961
“There was only one catch and that was Catch-22, which specified that a concern for one's safety in the face of dangers that were real and immediate was the process of a rational mind. Orr was crazy and could be grounded. All he had to do was ask; and as soon as he did, he would no longer be crazy and would have to fly more missions. Orr would be crazy to fly more missions and sane if he didn't, but if he was sane he had to fly them.”
John Roberts, Rucho v. Common Cause, 2019

“the Framers gave Congress the power to do something about partisan gerrymandering in the Elections Clause Cite as: 588 U. S. ____ (2019) 33 Opinion of the Court. [Recourse also lies with state legislatures.]
Bethesda 1971, 2019
There was only one catch and that was Catch-5 to 4 which specified that partisan redistricting by partisan legislatures leads to results that reasonably seem unjust. But the only way you can change those results is through the partisan legislatures or courts that passed the partisan redistricting.
Good luck with that.
