On December 20, 2018, Tom Perez, the chairman for the Democratic National Committee, announced the preliminary schedule for a series of official debates, set to begin in June 2019.[12]In order to qualify, debate entrants must either attain 1% in three polls (conducted by different pollsters if within the same region) — at the national level or the first four primary states (Iowa, New Hampshire, Nevada, and South Carolina) — or by meeting a fundraising threshold, in which a candidate must receive donations from 65,000 unique donors, with at least 200 unique donors per state in at least 20 states.[13]
The polling threshold will be determined using polls published after January 1, 2019 up until two weeks for the scheduled debate among polls commissioned or conducted by a limited set of organizations: the Associated Press, ABC News, CBS News, CNN, The Des Moines Register, Fox News, the Las Vegas Review-Journal, Monmouth University, NBC News, The New York Times, National Public Radio, Quinnipiac University, Reuters, the University of New Hampshire, USA Today, The Wall Street Journal, The Washington Post, and Winthrop University.[

"WASHINGTON — The first Democratic presidential debate will take place at the Adrienne Arsht Center for the Performing Arts in downtown Miami on June 26 and June 27, NBC News announced Friday.
NBC News, MSNBC and Telemundo are hosting the first official debate of the primary season, which will air live across all three networks from 9 to 11 p.m. ET. each night.
Twenty candidates will participate — 10 on each night — and to qualify, candidates need to meet one of two thresholds: Either register at least 1 percent support in at least three polls or collect at least 65,000 online donations"

On Thursday, the DNC updated its debate qualification rules to outline how it will handle tiebreakers. If more than 20 candidates qualify under the first set of debate rules, then meeting both the polling and donor requirements will become very important — candidates who do so will get first dibs on debate lecterns. After that, though, things start to get complicated.
If more than 20 candidates hit both the polling and donor thresholds, the 20 candidates with the highest polling average would be included in the debate. Although 18 candidates appear to have qualified for the debate so far, only 11 have done so by meeting both criteria, so there’s still some wiggle room there.

Update, 4/16: Now we're hearing that Washington Democrats want a third presidential primary debate in Seattle, Washingon, according to The Seattle Times. There's a petition to that effect that's being delivered on April 25. There's also more updates on the exact timing and nature of said debates:
"Last month, Washington Gov. Jay Inslee, who is among a growing group of Democratic presidential contenders, signed a measure moving the state’s presidential primary from May to the second Tuesday in March. State Democrats recently changed the state’s selection process for presidential nominee from caucus to primary. The DNC is already planning debates in Miami in June and Detroit in July."
