Biden-Harris Administration announces over $361 million for North Carolina drinking water, wastewater and stormwater infrastructure upgrades
Unprecedented funding from Bipartisan Infrastructure Law is transforming communities across the state. The U.S. Environmental Protection Agency (EPA) announced over $361 million from President Biden’s Investing in America agenda for North Carolina drinking water and clean water infrastructure upgrades. The funding is part of the over $50 billion investment in water infrastructure upgrades from President Biden’s Bipartisan Infrastructure Law – the largest such investment in American history.
"President Biden's Investing in America agenda continues to transform communities for the better with this latest infusion of funds for critical water infrastructure projects," said EPA Administrator Michael S. Regan. "With $50 billion in total, the largest investment in water infrastructure in our nation's history, EPA will enable communities across the nation to ensure safer drinking water for their residents and rebuild vital clean water infrastructure to protect public health for decades to come."

Biden revealed his administration would invest $3 billion to build and fund internet connections in North Carolina. The administration estimates that an additional 300,000 state residents will be able to access the internet by the end of 2026.
In a more immediate push, Biden said his administration would spend $82 million in North Carolina to help connect 16,000 new households and businesses to high-speed internet, delivering an election-year pitch about policies he says are "just getting started" at improving the United States.
Part of the $3 billion investment will go to expanding the fiber optic networks expected to power the internet for the next generation. Biden said he also plans to create subsidies for low-income residents to help them gain access to this resource.

Governor Roy Cooper joined President Joe Biden in Raleigh today to announce $82 million in new investments from the American Rescue Plan’s Capital Projects Fund that will connect at least 16,000 North Carolina homes and businesses to high-speed internet as part of the Biden-Harris Administration’s Investing in America agenda. This $82 million award will fund Governor Cooper’s Stop-Gap Solutions Program aimed at delivering reliable high-speed internet access to the state’s hardest to reach locations.
Overall, the Biden-Harris Administration is investing over $3 billion in North Carolina through the American Rescue Plan and Bipartisan Infrastructure Law to help connect families and businesses to reliable and affordable internet. Using $1 billion in American Rescue Plan Act funding, North Carolina will connect over 300,000 homes and businesses to high-speed internet by 2026. The state has already put this funding toward nearly $350 million in Growing Rural Economies with Access to Technology (GREAT) grants to connect 137,646 households and 4,441 businesses in 92 counties, along with $22 million in Completing Access to Broadband (CAB) program awards that will connect 6,012 more households and 164 businesses in 14 counties to high-speed internet. American Rescue Plan funds are also supporting efforts to increase access to devices and digital literacy and skills training.

: In North Carolina, there are 1460 bridges and over 3,116 miles of highway in poor condition. The Bipartisan Infrastructure Law will rebuild our roads and includes the single largest dedicated bridge investment since the construction of th einterstate highway system. Based on formula funding alone, North Carolina is expected to receive approximately $7.8 billion over five years in federal funding for highways and bridges.●
Announced funding to date: To date, $3 billion has been announced in North Carolina for roads, bridges, roadway safety, and major projects. This includes: $2.8 billion in highway formula funding and $197.4 million in dedicated formula funding for bridges in 2022 and 2023.2o $60.2 million through the RAISE program, $100 million through the INFRAprogram, and $10.4 million through the Rural Surface Transportation Grant Program in 2022 and 2023

The Bipartisan Infrastructure Law makes the largest investment in public transit in U.S. history. Based on formula funding alone, North Carolina would expect to receive approximately $920 million over five years under the Bipartisan3Infrastructure Law to improve public transit across the state.1 This funding will expand healthy, sustainable transportation options in North Carolina, where non-white households are 3.4 times more likely to commute via public transportation and 15%transit vehicles in the state are currently past useful life.●
Announced funding to date: To date, North Carolina has been allocated$175.8 million to improve public transportation options across the state in fiscal year 2022 and 2023.
Clean Buses: The Bipartisan Infrastructure invests over $10 billion for clean public transit and school buses. This includes a $5 billion investment over the next five years to replace existing school buses with zero-emission and low-emission models. Use of clean school buses promotes cleaner air, reduced health risks, especially for children, and reduced greenhouse gas emissions. This year alone, funding from the Bipartisan Infrastructure Law will help double the number of clean public transit buses on America’s roads.
● Announced funding to date: To date, North Carolina has been awarded $12.2million for the Environmental Protection Agency’s Clean School Bus Program. In addition, communities in North Carolina were awarded $11 million for clean transit buses and improved bus service through DOT’s Low- and No- Emission Bus and Bus and Bus Facilities Program.
Is there still more work to be done? 100%! Lots more work. But Biden did more than many people guessed could be done. He deserves a lot of credit. AND he deserves to be re-elected.
