The United States shall guarantee to every State in this Union a Republican Form of Government
The gist of the argument is that political gerrymandering that packs and cracks voters to concentrate or dilute their political power is a violation of the Guarantee Clause — and that is something that the federal government can and should address.
I’m no constitutional scholar, but this seems like an idea worthy of our attention.
