Kossack CynicalBrit gave a link to some Florida vote data at
this site. I was able to use this data to calculate, county by county, the expected Bush margin of victory (or loss). The expected Bush margin was based on party ID on voter registrations, and on the actual total voter turnout on election day. If you compare that to how much Bush actually won (or lost) by in each county, you get the "surplus" Bush margin. That is, you come up with a figure for unexpected, extra Bush votes.
Certainly the surplus could be real, if Republican turnout was higher than Democratic turnout. It could also signal fraud, if the surplusses were very large.
The highest surplus was in Duval County, where the margin of victory was higher than expected by 96,212 votes. Hillsboro had the next greatest surplus, of 60,918 votes.
It turns out Jeb Bush appointed the Duval County Supervisor of Elections, William Scheu, on October 19. And Jeb Bush also appointed the Hillsboro County Supervisor of Elections, on January 27, 2003.
Just sayin'.
