Hans Blix, when asked about the effectiveness of the Iraq war, said something like: "I don't know if Ghadaffi got worried because of the war, but on the contrary, what the lybian situation actually proves is that 20 years of diplomaty, sanction and others, can lead a country to voluntarily give up its weapons program" (close enough translation I hope).

On another positive note related to the successes of the war on terror, apparently (
http://www.lemonde.fr/web/article/0,1-0@2-3222,36-352393,0.html) the FBI was not even notified by the secret services when those found 2 letters full of ricin in the fall of 2003, sent to the WH and the "Transportation Department" (?). After 1 billion dollars spent on the Homeland Security-thingy, the agents don't seem to have a phonebook to find each other's phone number.
Or they just don't care about domestic terrorism. It is so much more sexy when it is Muslim terrorism.
