The tardy rescue effort by the Republicans in New Orleans where people died of drowning, hunger, rape and shooting only confirms that they appeared just as ineffective about defending America on September 11, 2001.

I will boldly state that George W Bush provoked the 9-11 attacks as a result of poor foreign policy with the Taliban where Bush threatened to invade Afghanistan as of July 2001 after months of the Taliban refusing to allow US companies to build a pipeline through Afghanistan. The Taliban struck first.
Bush and the Republicans had to have some type of anticipation that if he had threatened to invade Afghanistan that the Taliban might do something and then when the Presidential Daily Brief mentioned that Bin Laden had determined to strike America, I consider Bush responsible in part for the deaths of 2750 people in that he provoked the attacks and he failed to defend against the attacks.
Now in 2005 Bush and the Republicans must have known about the oncoming Hurricane in the face of the budget cuts to programs to increase security of the levee system in New Orleans, Louisiana. A FEMA director resigned over this and other issues of budget cuts.
George W Bush did not call out the national guard or the active military for 5 days, leaving people to die of drowning, hunger, shooting, rape, and their existing illnesses in hospitals with little or no power, and little or no lights.
This does not apear a speculative issue any more whether the Republican Party can defend this country better than anyone. The Republican Party has failed twice in preventing death of people by disaster either provoked or by prevention.
Where can we find the outrage?
