Today at the Judiciary Hearing, Abu Gonzales said that he doesn't investigate all leaks, just certain ones. It turns out he has a questionnaire that he gives out with 11 questions, and those answers determine if he will investigate it or not.
I then cross-checked it. In the
Washington Post:
In August the agency completed an 11-question form detailing the potential damage done. In September, Tenet followed up with a memo raising questions about whether the leakers had violated federal law.

Due to our recent budget cutbacks in funds for investigations, and the LONG WAR we are in, especially with regards to any issue to do with Republicans in Congress, we have developed this simple questionnaire to determine if our valuable remaining assets will be pulled away from our duty to write memos backing our Commander in Chief in whatever he has a need to do in order to fight the WAR.
Please take your time and answer fully in the spaces provided:
1. Was this leaked by the New York Times? If yes, go to question 11.
2. Does the leak make Bush look smart and prescient?
3. Does the leak make the Democrats look weak and ineffective?
4. Did anyone notice yet?
5. How much do you expect the investigation to cost?
6. How many people knew the secret? If more than 10, we probably don't have the resources.
7. Can we blame Clinton in any way for the leak?
8. Did the NYT hold the story for more than 1 year? During an election?
9. Was this a leak we already used for the 2004 Elections?
10. What would Jesus do?
11. Are the Aspens changing color this year?
