There is a major outbreak of deaths from a synthetic form of heroin called fentanyl in NYC. Up to 100 times more potent than heroin, it is cheaply manufactured and has been wreaking havoc among the chic, the despondent, Wall Street brokers, kids in the Hamptons - affecting all walks of life. A narco terrorist organization based in SA that finances terror in the ME has been traced as the supplier and manufacturer.
There are three undercover agents working on this - one from the DEA, one from NYPD narcotics and one from the State Dept's counterterroism task force. The investigation has been years in the making and the covers have been painstakingly and meticulously developed. The agents are about to close on a major narcotics deal that will lead to a sweep of the bad guys, save a lot of lives and it entails major players on three continents.
At the same time, there is an investigation of bribery, corruption and possibly worse - leading straight to the mayor's office. The chief investigator for the State is best pals with the NYPD narcotics undercover guy - they've been close since their years on the force together.
In a fit of revenge, the mayor's henchmen decide to fabricate a case against the lead investigator and publishes a photo of both the State investigator and his NYPD buddy, complete with beards when they were both working in narcotics undercover together. The fabricated report on the news shows pictures and states that they were out of control drug addicts who worked in narcotics. The bad guys see the six o'clock news and call the deal off, with the agents barely escaping with their lives. Their contacts won't be so lucky.
The DA, played by Fred Thompson, is complicit in covering the tracks of the mayor. He recuses himself from the AG's investigation, takes a leave of absence and assists in raising money for the mayor's defense fund/election campaign...all the while citing that no crime had been committed and it was all political grandstanding and an attempt to smear a fine, upright American..
