In a diary receiving a frenzied number of comments and recommendations
thereisnospoon states:
"To be clear about the caucus process here: caucus doors opened at 11am today; people are allowed to file in and register on location until 12 noon, at which time the doors close and no one else is admitted."
According to the Caucus rules this is not the case.
See page 53 at the link below.
http://www.nvdemscaucus.com/...
The rules clearly state that the caucus will be called to order at 11:30.
Those in line waiting to register at that time will be allowed to participate. Seems to me that that means those coming in after 11:30 are not allowed to participate.
If my interpretation is incorrect please enlighten me.
...and yes I know this is not much of a diary...but to my best understanding there is a lot of venom and ill will circulating regarding this particular issue...and so I believe my comments in the diary alleging "widespread fraud & suppresion" might be overlooked.
"Come on people now...smile on your brothers...everybody get together...try to love one another Right Now!"
Right Now.
Update: several comments have pointed to another section of the rules that mentions noon. I responded to one at length...here is that response.
First let me say that I think there may have been legitimate misunderstandings as noted in a previous response to your post. That is why I think the diarist who has been publicizing fraud and disenfranchisement is being extremely irresponsible.
Second here as far as I can tell are the relevant texts from the rules. The first mentions noon (page 9) and the second 11:30 (page 53).
"The January 19th non-binding presidential preference caucus will open it’s doors
for registration at 11:00 a.m. (with the exception of at-large caucuses) and be
conducted in public venues and with limits on the amount of time allowed for
candidate debates so that each caucus may be run efficiently and participants
time respected. Caucus registration will remain open until viability is determined
by 12:00 p.m.
The caucus will be called to order, by the Temporary Chair, at 11:30 a.m. At that
time the Temporary Chair will announce the caucus rules and read a letter from
the State Chair and Senator Harry Reid.
The first actionable order of business will be the election of the Permanent Chair.
Following the election of the Permanent Chair the Secretary will be elected.
By 12:00 p.m. the Permanent Chair will determine viability based on the total
number of eligible caucus attendees and the number of delegates assigned to
that precinct under the NRS. The ratios and formulas used to calculate the
number of delegates for precincts follow NRS 293.133 [See Appendix A]"
My only comment on this text is that if the permanent chair has to do something by 12:00 that relates to the total number of attendees then it cannot be that they are still letting people come in and lineup to register until that time.
this interpretation is supported by the statement below that...if you are in line by 11:30 you can register and participate. Seems pretty straightforward..I really think the diarist should post a retraction on his much loved "Widespread Fraud...in Nevada" diary.
Here is the second piece of text:
"If attendees are still in line at 11:30 a.m. when the Caucus is called to
order they will be allowed to sign in and participate in the Caucus. (this
rule applies to all Caucus sites throughout Nevada)"
