In my Mon Jun 23, 2008 diary, Holy Jeebus- Dubya broke the Census Agency, I called BOGUS on results of Phase I of the Redistricting 2010 program, which is:
2004-2006
Phase 1: State Legislative District Project
§ The Census Bureau collected state legislative district boundaries.
§ The Census Bureau collected ongoing changes to Congressional boundaries and developed new tabulations as needed.
because:
...the Census Bureau...like so many federal agencies — has been mismanaged and demoralized during the Bush years.
Between now and November, if you find yourself in the midst of a House of Representative member OR candidate, get a response to the question we all should be asking: "How do you feel about rectangular politics?"
That'll stump 'em.....Let's talk ACTION with a purpose.
I'll submit that the most important goal of Netroots, is to influence politics for the next Decade, specifically by creating the "Utopia of representational Democracy", rectangular Congressional districting. It is a three-phase process, step one theoretically ended before the 2006 election, more a tribute to an irate public opinion than any leadership provided at the national level. "Pelosi Promises"...

Committees in the House have been holding hearings to vet the problems and monitor progress. But with each hearing, it becomes more obvious that prospects for a robust census are unlikely to improve considerably unless and until the next president brings in new leaders. They are needed at the Commerce Department, which includes the Census Bureau, and at the bureau itself, which — like so many federal agencies — has been mismanaged and demoralized during the Bush years.

I contend that IF Netroots goal is responsive government, with high voter satisfaction numbers, lower campaign costs, knocking off a few Boss Hoggs, we INSIST on rectangular Congressional Districting for 2010.
We use Iowa as the model, and New Hampshire's bottom up town hall democracy as the method, to make the districts square (specifically rectangular)
Simple premise, commonsense solution, more in line with what the Founding Fathers ideally had in mind (So we could call it "Constitutional", if we overlook that 3/5 of a citizen thingamabob).
Because by acknowledging we have pwned a broken Census, full of incompetents and fraud, it is going to wipe away 40% of our influence with continued gerrymandering.
We can't holler effectively if the House of Representatives line is busy.

§ The Census Bureau collects VTD boundaries and updates to legislative districts.
§ The Census Bureau tabulates data for legislative districts using the American Community Survey data and Census 2000.
§ States submit block boundary suggestions for inclusion in the 2010 Census block tabulations.
