Haitian women are giving their children away to Restavek service, to Orphanages that may or may not be honorable. The Haitian women are doing this because they can not feed their children, not because they don't love them. Meanwhile, the literacy rate in Haiti is 50%. And meanwhile, the world has committed to investing large sums over the long term to help Haiti rebuild.
A proposal.... State run boarding schools, open without tuition, available from a very early age. At such a school a child might be clothed, fed, educated, and kept safe. They could then return home to the one thing that such schools cannot provide, a mother's love and nurturing. They could go home nightly, weekly, or never as the particular child's situation dictates.
Such a plan would provide employment to many women as caregivers. More importantly, it would resolve Haiti's literacy problem within 10 years – as regards youth. As literacy increases, there should be an improved economy with a commensurate increase in the tax base to begin supporting such schools internally.
Which among the agencies is willing to back such a plan? UNICEF? USAID? Which among the many church groups currently running orphanages is willing to provide their expertise to help out developing a true Haitian education system?
