So, electioneering in here California is about to become much more interesting at the local level. As a result of the California Voting Rights Act and litigation (see Sanchez v. The City of Modesto and Gomez v. Hanford Joint Union School District) at the state level the legislative bodies of cities and school districts that had previously been elected at large are being forced in to district/ward elections. Some of the school districts that are involved have electorates that are 50%-60%-70% Hispanic and no Hispanic trustees.
Also in looking at the data I see that CA-22 can with relative ease be drawn in to a 55+% Hispanic district. Map to follow.
