Senator Fillingane has introduced a bill that would tax wire-transfers to other countries from the State of Mississippi.
Revenues would go toward a General fund for the Border Fence
This law is rife with vague language that is simply not possible to execute.
Even better though, it's not even his idea. He was briefed by a local Tea Party group, who stole the idea from the Oklahoma Legislature.
The Tea Party group, Mississipi Patriots, are actually proud of their idea. Listen to them display no logic whatsoever as they explain their idea on the radio.

It is not often that I can refer to a politician as "stupid" or "unintelligent", but Mississippi State Senator Joey Fillingane, R-Hattiesburg, might be exposing himself for what he really is. Blatantly racist.
It must be difficult for Senator Fillingane to twist in so many ways to explain this bill and in order to call himself a "conservative".
First of all, he's proposing a law to tax wire transfers 5% up to $500 dollars. I thought all conservatives swore to never raise taxes. But I guess the logic is that raising taxes is okay as long as it's not on human beings.
Furthermore he's acknowledging the basic idea that illegals actually PAY taxes. There are already Federal taxes on wire transfers, Senator Fillingane just wants to raise them in the State of Mississippi. So if illegals pay taxes in MS then how are they costing money?
Why wouldn't someone simply go out of state to make a transfer? What about internet wire transfers?
The entire law actually rests on the idea that
"at least half of the other States pass similar laws"
.
Sure that'll happen. But why do they have to do that?
Mississippi makes about $99 million dollars in wire transfers a year.
5 percent of 99 is $17.8 million. That's about 3.5 miles of border fence Epic fail.
That's why the Federal Government has the power to govern immigration, it's the only game in town with enough money to pay for it by far.
This law clearly overreaches its authority, by coordinating laws amongst states (basically a Federal mandate) and circumventing Federal law.
The Federal Government are the only ones with the authority to regulate interstate commerce. Remember that one? Tea Partiers can argue all they want about forcing interstate commerce (and all that BS), but the Fed are the only one who can regulate it. That's never been in dispute.
You can't make a "general pool of money between States" idiots, that's a Federal law.
Okay so let's just say for a few seconds that this would actually pass though. What State has a surplus right now? Why would any State actually hand the funds over to the Federal Government in this age of Budget Deficits? Let alone coordinate with another Legislature.
Obviously the most sinister aspect of this law is its racial implications.
Senator Fillingane (R) is white. Surprised right?
In Senator Fillingane's world only illegals send money out of the country. Any other US citizens, like people with relatives in Italy or Ireland, are just as bad and should be taxed. This is a tax on ALL foreigners and immigrants.
In the posted radio interview Senator Fillingane is warned that

Fillingane: Yeah I know and we have a saying in the Legislature: If they're calling you names and screaming, then you're doing something right?
In other words, if people are calling us racist- we're doing something right.
Senator Fillingane says that local Tea-Party group, Mississippi Patriots, explained to him a similiar bill that had passed in Oklahoma. He never actually researched the Oklahoma himself, citing their press release, not the law, as the inspiration!
Senator Fillingane is actually looking forward to passing more immigration legislation. He called a Arizona SB-1070 style law coming through the Legislature "the most exciting legislation of the year".
The last thing that I have time to point out (because I could literally go on and on about how ridiculous this is) is this:
Apparently the Mississippi Patriots are trying to push this law because they think that we aren't building a Fence on the US/Mexico Border. Well I guess they didn't get the memo. They should go down to Granjeno, Texas, Texas and ask around there what people think about now having any fence construction. Or maybe Sossabe, Arizona. Hmmm Tecate, California, Maybe Cameron County, Texas?

MISSISSIPPI TO BUILD THE BORDER FENCE
Senator Fillingane (Hattiesburg) will be introducing legislation this January on behalf of the Mississippi Patriots group that will fund the border fence. It will be funded by remittance fees from people unlawfully present in our country and in cooperation with other States. This unprecedented step will get the border fence built by the States after more than 24 years of waiting for Washington DC to make good on the 1986 Amnesty Act that they passed into law.
State Legislators from all over the country support this proactive approach to pool their resources for the benefit of the rest of the country’s taxpayers. If only half the States participate, we could raise $1.2 billion annually for the fence with an average remittance fee of 5%. People who live in States that cannot get the legislation passed will be able to donate money to the fence as well. Arizona will be the first State where the border fence project will start. Once that is completed, we will go on State by State until the entire border is protected. The Mississippi Patriots welcome other States to join us in support of the border States. Some legislators who would rather spend the money for other illegal immigration charges, are putting their finger in a dam that has burst while their town is under water. There is no end in sight to illegal immigration.
Our States are the victims of violent crime, drugs, crushing school and hospital budgets, identity theft, fraud, and unemployment. It is time for Americans to take on the responsibility of protecting themselves and for Legislators to stop the finger pointing. Personal responsibility is what made this country great.
Mississippi is a State least able to withstand unabated massive illegal immigration. The 50 States are loosing remittances of $45.9 billion annually in sales taxes on products and services that normally would be purchased in our communities. In addition Mississippi taxpayers spend an estimated minimum of $106 million dollars a year providing services to illegal aliens. The drain on our poor State will only continue to get worse.
