This is not much more than a notification to Kossacks that Australia's long-awaited legislation setting a price on carbon emissions came into effect on July 1.
In the polls, it is unpopular. The leader of the opposition, Tony Abbott, has said he will repeal it when elected. (It all reminds one of the situation in the U.S. with the ACA.) The pricing policy will be in effect for the next 3 years, whereupon - so the government intends - it will be replaced by an emissions trading scheme.
