Back in 2010 Fox and Friends Steve Doocey claimed the the 47% who don't pay income taxes taxes don't pay any taxes at all and then he asked if that 47% if Americans should be allowed to vote.

Limiting franchise to citizens who pay income tax would roll back two centuries of opening up our political decision making process to include more citizens. It would be similar to going back to archaic laws limiting the franchise to property holders.
When the Federal Income Tax was originally passed in 1913 it was limited to the tiny segment of people who's income exceeded a million dollars. The first income tax was intended to redistribute more of the tax burden onto the very wealthy. That's still a laudable goal we should configure our tax structure to accomplish.
