In 2008, Hurricane Ike slammed into Southeast Texas. Though listed as a cat 2, the storm surge took out Bolivar peninsula and most of Houston didn't get power back for 2 weeks. FEMA trailers were deployed to give needed supplies to residents across the city. FEMA helps people. It isn't perfect, but it is help when people need it.

The State of Florida is the overwhelming winner for the state with the most hurricane strikes, having absorbed 113 total hurricane landfalls. Florida is also ranked number one for most major hurricane strikes (37) and number one for highest hurricane strike rating (230 points). The state has weathered 43 category 1, 33 category 2, 29 category 3, six category 4 and two category 2 hurricanes.

I HATE playing politics or even thinking about politics of a disaster, but to argue that FEMA needs to go or that aid be left to the states is stupid.
