There is no such thing as complete safety or security. You could get hit by a bus, or struck by lightning. If you have enemies, and they want you dead bad enough, there is little you can do about it. Certainly risks can be managed to a point. But past that point, there are some heavy trade-offs.
Freedom, for example. If you wanted to be completely safe, you could hole up in a bomb shelter somewhere. It would be safe. It would also be your own personal prison.
That's why I've always been confused about the conservative's obsession with the myth of a risk-free existence. They seem to think that if they have enough power, or money, or guns, they'll be safe. They seem to have no problem turning this country into an armed camp in order to feed this delusion.
Like the rest of their ideology, this is based on fear. Fear of change, fear of poverty, fear of diversity, fear of women, and fear of the "other". Fear of anything they deem a threat. They seemed to be threatened by a wide range of things.
Most people know that life carries with it some inherent risk, yet they have the courage to go on with their daily lives. Conservatives know that freedom is what is traded for security, but I suspect they truly believe that it is not their own freedom they would have to trade. Or perhaps they think that they can just buy more, as if liberty was something that one could purchase at Wal-Mart.
