Based on what? Based on his firm belief that conservative talking points are never wrong. That "there are Big Bad Fish out there, somewhere. Afterall it's a Democratic pond. What else would you expect."

House Oversight Committee Chairman Darrell Issa, R-Calif., who will oversee Wednesday's hearing, told CBS News on Monday that the administration's ever-evolving statements were likely perpetrated by political concerns, three weeks out of a major election. Or, he suggested, "it could be a general want to believe that we're closer to an end of the war on terror than right in the middle of it."
Issa said he expects this week to find someone from Clinton's circle -- if not the former secretary of state herself -- at the heart of covering tracks after any missteps by the administration. Clinton testified on Benghazi in January before the Senate Foreign Relations Committee, where she took responsibility but conceded there was no "clear picture" of what happened Sept. 11 as the situation unraveled.
"If Hillary Clinton is not responsible for the before, during and after mistakes... it's somebody close," Issa said. "There certainly are plenty of people close to the former secretary who knew, and apparently were part of the problem."

Sounds like they're tired of not being able to make Hay from Tragedy. It's a dangerous ocean out there, Issa. Watch out Republicans when you damn-the-torpedoes guys finally run out of gas.
Funny thing about Fishing Expeditions. Fisherman always want to blame the fish when they go home, fishless. And Republican Fisherman never seem to want to look in the mirror, when such failure occurs.
When is Issa going to call in that "secret witness" named Austerity?
Probably not anytime soon. He knows what he would catch then, if he did. (... some Big Bad Republican fish.)

The Worldwide Security Protection program (WSP), which the government says provides "core funding for the protection of life, property, and information of the Department of State," and a separate embassy security and construction budget, which in part improves fortifications, have both been under fire.
"In 2011 they came in and passed a continuing resolution for the remainder of that fiscal year. The House proposed $70 million cut in the WSP and they proposed a $204 million cut in Embassy security," says Mr. Lilly. "Then the next year, fiscal 2012, they cut worldwide security by $145 million and embassy security by $376 million. This year's bill is the same thing all over again. The House has cut the worldwide security budget $149 million below the request."

And WHO had the gavel of the House, WHEN these 2012 security-cutting budgets were conceived, penned, and enacted into Law?
It wasn't Hillary Clinton, it wasn't Barack Obama, it wasn't ANY Democrat -- who left our forces overseas "hanging in wind" -- it was instead the cut-everything Republicans, in charge of those very fateful budget-cuts.
Last time I checked it is the Congress that "holds the power of the purse" ... at least according to the Constitution, anyways. Not Hillary Clinton. NOT the Department of State.
It's time to "fish or cut bait" Republicans. It's time you looked in your own Budget Cutting mirror. Remember it's your Party that "Hates Government" so much you will cut it to bone, every fishing-chance you get.
No matter who gets hurt in the process ... that's the Republican Way. Damn-the-Budget-Cutting-Accountability.
