First, I want to say there is a great diary about the speech he gave and what he means by it. I really don't want to address that, I want to talk about Gattaca, an under-rated Science Fiction film that gets completely ripped off by Paul, who uses VERBATIM the text from the Wikipedia page:
I want to say something here, in defense of Gattaca. Gattaca is a pretty underrated film that has nothing at all to do with abortion. Gattaca, a film aimed at genetic manipulation to enhance or alter the future of humanity is a mid-level science fiction film that managed to get critical praise but not a lot of box office.
This is one of the smartest and most provocative of science fiction films, a thriller with ideas. Its hero is a man who challenges the system. Vincent (Ethan Hawke) was born in the old-fashioned way, and his genetic tests show he has bad eyesight, heart problems and a life expectancy of about 30 years. He is an “In-Valid,” and works as a cleaner in a space center.

The problem with Rand lifting the message of Gattaca, stealing full text from the wikipedia is that he misses out on who the badguys are here. In the film Gattaca, people with poorer genetics or who are sick are relegated to lower level jobs and should learn to just 'deal with it', the only way they can get ahead is stealing.
Now, think about Rand Paul's position on healthcare. You're sick? You were born with a genetic precondition? You have trouble getting help? Too bad, we don't want to help you at all.
While Gattaca addresses almost nothing in regards to abortion services (unless Paul has proof that there is an accurate pre-natal genetic mapping technology of perceived outcomes) it does highlight a society aimed at keeping services with only those who are deemed worthy.
Rand, unfortunately, seems to have nothing to say about this at all.
