According WRAL, the House Bill has been passed through two committees and is now going to the House Floor to be debated any minute now.
The bill has already passed the Senate and will likely pass the House.
The Speaker of the House is Thom Tillis, who is running for US Senate as the GOP candidate against D- Kay Hagen.
Highlights of the bill include the prohibition of local entities to prohibit fracking within their jurisdictions and criminalizing revealing of the chemicals they will put into the ground to frack. The law allows "forced pooling", which is essentially private confiscation of private property when a land owner does not wish to sell mineral rights to oil and gas companies.

1:03 PM PT: The Fracking Bill ( aka SB 786) passed a preliminary vote to be added to the Calender of the Day over Democratic objections 66-50. This means that their are easily enough votes to pass. The bill is slated to have two days of debate. The last committee heard the bill at 11:30 AM today. It is 4:00 EST.
What this procedure does is it hamstrings the opposition from sending forward amendments. Tomorrow's debate will be under 3rd Reading and thus, no amendments will be allowed.
