I commented that we might extend voting participation by entering voters into a lottery, not allowing purchased tickets.
It was an offhanded suggestion but....
What if someone did it on a small scale.
Choose an election somewhere that the names of those who voted is easily available and announce ten prizes of $10,000 to 10 randomly chosen voters.
I think the participation rate would soar!
No official participation needed for the trial run.
OK $100K is a lot of money, make it 3 prizes $10K $5K $3K. Choose a locale where the results are in digital form the processing costs would be low. Small to medium city or county race could easily provide proof of concept.
Ramp it up to 50 states with an tax return checkoff of $1 or $2.
