"The shelter had sent a note that Mozart had been euthanized the day before, on Wednesday. "Note today from a person at the sanctuary making a known planned visit moot. Robert Babcock, the attorney for the owner and Mozart was never notified.

Mr. Blankfeld:
Your and the county's authorization of Mozart's euthanization while litigation over ownership was pending was unlawful. As you also know a sanctuary placement was offered. The nature of the litigation now changes. MCAS and the county have a long history of violation of Oregon laws to force and manipulate an extra legal outcome. You also failed to notify the attorney for the owner. That is also unlawful. And it does not pass the Oregon Bar's rules on ethics.You have done this before. This will be the last time
You had no authority, and neither did MCAS to kill Mozart in order to circumvent the lawsuit and to render his placement and humane options available to him including a sanctuary placement a moot point. What sort of rogue government do you participate in that seeks to run a fast end around the law just because you have the hubris to think you can get away with it, that the law does not apply to you? . Who the hell do you think you are?
Not only am I demanding a full independent inquiry I am also demanding that the authorizing parties be suspended during the inquiry and those responsible be removed from employment. I will also be announcing your shocking extra legal conduct on every social media site, everywhere this case is posted and at other sources. Never again will you behave this way. I am also seeking an Oregon Bar review of your conduct.
What goes on behind Multnomah County Animal Control's closed doors is county supported institutionalized cruelty. There is no progress or change, only glib facile county approved social impression management , evasion, and protection of misconduct. Protecting employees comes at the sacrifice of public service .

The changes sought at animal control in 2000 were never honored: another fast end run. The government itself is the opponent of change and correction in this case. Every documented concern reported to the county about MCAS's malfeasance results in rationalization or protective behavior. The public knows by now that Multnomah County has not only a low ethical bar but also a collegial tolerance for injustice..
