Could immigration cause another government shutdown?

Congressional Republicans are vowing to fight President Barack Obama's plan to make immigration changes through executive action, but they are struggling with how to do that without triggering another government shutdown.
The House and Senate need to pass a measure during the lame duck session to fund federal agencies, which will run out of money in mid-December. House conservatives are pressing Speaker John Boehner to attach language to the spending bill that would block any money for federal agencies to give out any new visas or green cards.

"There's no one stronger than me against unilateral action by the President on this subject, however it's been said before -- don't take a hostage you can't shoot," [House Appropriations Chairman Hal] Rogers told reporters after a meeting with all House Republicans on Thursday.
I'm confused -- who is it that Republicans want to shoot again?
The Immigrants, The Government, or just plain old Compassionate Conservatism ... ?
Someone really needs to remind them of what their Iconic Leader once said ... and once fought for -- and eventually won:
“I supported this bill. I believe in the idea of amnesty for those who have put down roots and have lived here even though some time back they may have entered illegally,” ... “I’m going to do everything I can -- and all of us in the administration are -- to join in again when Congress is back at it to get an immigration bill that will give us once again control of our borders.”

Then that "someone" should ask them WHO would the GOP Hostage-Takers want to shoot, if was the 'Gipper' pushing for a comprehensive Immigration Plan?
A plan that ultimately resulted in 3 million "Illegal Immigrants" earning their American Citizenship. All, with the Reagan "seal of approval."
Oh the cognitive dissonance here -- is Deafening! Too bad the GOP Hostage-Takers don't have a clue what that is.
Sooner or later someone is really going to be hurt -- by these GOP reflexive, hate-driven, double-standard actions.
PS. Hostage-taking used to be a 'bad thing' -- until the GOP tried to make it "Kool." It IS their signature go-to move, afterall.
