Austin is the new Kiev
(CNN) -- A man shot up a federal courthouse and a Mexican consulate -- which he also seemingly tried to set ablaze -- early Friday before being shot dead outside the Austin, Texas, police headquarters, that city's police chief said.
The shooter fired "over 100 rounds" in a roughly 10-minute span, but he did not hit anyone even though the bullets ricocheted at a typically busy time in downtown Austin, when streets fill up with people after bars close for the night.....
Authorities have not offered a motive, but the police chief said that the shooter's "violent anti-government behavior" -- as evidenced by attacking buildings that belong to Mexico's government, the U.S. government and, in the police headquarters, the city government -- may have come from ongoing and often vitriolic debates in society.
Stochastic Terrorism while characterized as alienated, individual direct action or agency, is symptomatic of privatizing law and order with the goal of promoting a
anarcho-capitalist society. Individualizing armed direct action is in the finest tradition of regions that privilege the image of frontier justice often romanticized cinematically. For example, Dirty Harry versus the
death squads in
Magnum Force, where Harry feels misunderstood by the institutionalizing of his frontier justice morality in the form of police-based death squads. The latter represents the difference between individualized frontier justice morality and state-condoned stochastic terrorism: anti-judicial versus extra-judicial killing. This is not-unlike those never prosecuted for vigilantism at any point in US history. In all these cases, the rule of law is superseded by a variety of idealized delusions about the nature of social justice as well as democracy.
Mercenary policing whether incarceration under the PIC or its private security firms who also protect capitalist enterprises features a similar misunderstanding that make them act like individual agents of state-based stochastic terrorism. Individualist violence framed as a causally stochastic terrorism, and regardless of a collective situation of historical resistance to authority, creates the conditions to suppress it with an equally stochastic institutional violence. In the case of Ferguson, Darren Wilson may have been operating under that same mentality - that of a predatory civic agency using police power to generate revenue where racial abuse of police powers suppresses the local population. In this instance The City of Ferguson and its feudal County government act like local/regional warlords. While Wilson will not work again for the Ferguson Police department, will he work again in a security role, much like the aspirations of George Zimmerman. This is a form of frontier justice that can operate in post-colonial nation-states or as the actions of individuals on either side of the badge.

In his book The Machinery of Freedom (1973), David (son of Uncle Miltie) Friedman sketched a form of anarcho-capitalism where all goods and services including law itself can be produced by the free market. This differs from the version proposed by Murray Rothbard, where a legal code would first be consented to by the parties involved in setting up the anarcho-capitalist society. Friedman advocates an incrementalist approach to achieve anarcho-capitalism by gradual privatization of areas that government is involved in, ultimately privatizing law and order itself.

They are usually defined by a high level of clientelism, low bureaucratic control, and a high motivation to prolong war for the maintenance of their economic system
Anarcho-capitalism is a heuristic, much like the ones addressed by

"Anarcho"-capitalism is a fringe political philosophy that mainly exists online and at reactionary think tanks. It has never constituted a social movement or organized power. It's one of the youngest philosophies to place itself under the umbrella of "anarchism", having only existed as a discrete philosophy for a few decades, although antecedents date back to the nineteenth century. They have proven to be one of the greatest tools for anarchist unity in living memory, as more or less every single major anarchist group and tendency stands united in their hatred of anarcho-capitalists.
Anarcho-capitalists believe that compulsory taxation is a violation of individual liberty. Thus they oppose compulsory taxation and believe law enforcement, courts, and all security services should be provided by voluntarily-funded competitors, such as private defense agencies.
While modern social anarchists follow Kropotkin in not denying Proudhon or Tucker as anarchists, we do deny the anarchist title to supporters of capitalism. Why? Simply because anarchism as a political movement (as opposed to a dictionary definition) has always been anti-capitalist and against capitalist wage slavery, exploitation and oppression. In other words, anarchism (in all its forms) has always been associated with specific political and economic ideas. Both Tucker and Kropotkin defined their anarchism as an opposition to both state and capitalism. To quote Tucker on the subject:
