It's not too late to impeach Obama, so thanks for making this available to the House Judiciary Committee, who never in a million years could have come up with something this substantive on their own.
It's also not too late to impeach GWB (and Cheney). They can still be impeached even though they are out of office, if what you are really interested in is the historical acknowledgment that they did evil things. Not likely to happen with Rs holding the House, but a future Democratic House might be willing to consider it.
Both men would then be disqualified "to hold and enjoy any Office of honor, Trust, or Profit under the United States", which would at least stop them from being appointed to cabinet or other advisory positions under a future Republicon president.
Bush and Cheney could even be "liable and subject to Indictment, Trial, Judgment, and Punishment, according to Law." So many of us dream of getting Cheney before the International Criminal Court, but while awaiting trial I would rather see him held in a harsher facility than the cushy detention center in Scheveningen.
Clinton was already impeached, but since the Senate already failed to convict, he probably can't be retried on those same charges. No problem--I'm sure they can come up with new charges directly related to war crimes.
George H. W. Bush was Director of the CIA, so there's that.
Carter's still alive, so he can still be impeached also. At the very least, Carter did nothing to bring Nixon and Johnson to justice. And Gerald Ford must have done something in Indonesia that would interest the Hague.
I'm pretty sure dead presidents can't be impeached, but every single one from FDR on down has committed war crimes.
I don't know much about the presidents before that, but a decent nation would demand this be investigated. Something needs to be done to tarnish their name. Any good they did is not enough to balance the scales. Any positive achievements are overshadowed by the bad acts they committed and condoned, and the fact that they did not seek prosecution for their predecessors.
However, since Obama is the only one in office, might as well make him pay for not correcting the sins of everyone who served before him.
