WASHINGTON — An 18-month congressional investigation into the Internal Revenue Service’s mistreatment of conservative political groups seeking tax exemptions has failed to show coordination between agency officials and political operatives in the White House, according to a report released on Tuesday.

Nonetheless, the 226-page report is chock-full of dickish innuendo. For example:
"...I.R.S. officials failed to limit their professional judgments to enforcing the tax code and instead inserted their own beliefs and judgments into federal matters to influence outcomes and decisions."
Rep. Elijah Cummings was not impressed:
“It is revealing that the Republicans — yet again — are leaking cherry-picked excerpts of documents to support their preconceived political narrative without allowing committee members to even see their conclusions or vote on them first,” Mr. Cummings said.
A spokesperson for Issa wouldn't comment on the failure to find a White House connection. LoL

It appears the conclusion about personal beliefs and judgments was delivered by a flying monkey. Beliefs and judgments are often found in regulatory enforcements and there is a process with which they can be tested -- it is called the Administrative Procedures Act, or crying to your GOPer representative if you are a bagger.
