It is easy to file a John Doe complaint in Wisconsin. You could file one on your neighbor if his dog peed on your bush. It would likely be dismissed and ignored, but one could still file and bring an argument before the court, however absurd. This allows for abuse in the usage of the statute, however statistically John Doe investigations are rare. Call your local Clerk of Courts and ask how to file one and you will find a dumbfounded clerk.

(1b) In this section:
(a) "Crime" means any of the following:
1. Any Class A, B, C, or D felony under
chs. 940 to
948 or
961.
2. A violation of any of the following if it is a Class E, F, G, H, or I felony:
(am) If a person who is not a district attorney complains to a judge that he or she has reason to believe that a crime has been committed within the judge's jurisdiction, the judge shall refer the complaint to the district attorney or, if the complaint may relate to the conduct of the district attorney, to another prosecutor under s. 978.045.
The basic premise is some horrible act was performed and you want the local Court to investigate. You use a John Doe to get their attention and make the Court act. You can use it as a legal remedy to protect yourself as well, which I once did in my youth. I was alleged to have committed a crime and so I filed a John Doe complaint on myself for documentation purposes. Poor people need be creative in accessing the courts and I was incarcerated at the time. It buffed out!!!
The government act’s as if these are complicated proceedings, but they are rare and the legal language is understandable if you can read and write. Politicians really like to feel important. They love the camera and John Doe proceedings have been extensively covered in recent years. I noticed from Oregon.
I also noticed when Scott Walker changed state John Doe laws October 2015 after I had received a call from a state agent confirming that gassing kids was a problem today at Lincoln Hills juvenile prison in July 2015 right around the time he had announced his brief Presidential run.
It is kind of odd Scott Walker changed John Doe laws mid scandal in my mind. The changes he made to the John Doe law prohibit government agents from coming after him on a state level for bribery and public misconduct in offfice. If you have been paying attention to the LIncoln Hills story it is not hard to see the corruption. I am hopeful my video statement will shed some light for you.

Ed Wall got $100k to be a document shredder and Brad Schimel is in on the cover up clearly. A few MIlwaukee county employee’s as well. Brad Schimel and Scott Walker did indeed publicly disagree on the release of employee names and the cost to the taxpayer for each employee. Wonder why? www.jsonline.com/...
