How about creating California Citizenship ?
Maybe you too, Arizona. We have these DACA students, and hey, Donald, in this case they HAVE sent us their best. We want to keep them in school. Promises were made. Action taken in reliance. Government should be estopped from deporting these kids.
Suppose we created a status of California Citizen. Issue a passport. Confer rights to live, work, go to school, maybe even vote in local elections in California. Just in California.
No right to travel outside of California.
Anyone in California could apply, so these would not work to identify anyone not an American citizen. Write it so as to confer an independent right to education, severable from the other rights.
Of course the national government would be expected to object, but we could probably fight the case for at least 4 years. And maybe even win with a states-rights rationale.
