I’ve been wondering how to break the impasse betwixt the adults in the room and the baby who has somehow found himself able to seemingly make reality bend to his will (from his perspective).
Much of the border is privately owned, and actually erecting much of a wall would involve the use of imminent domain. That is not popular with any segment of the population.
How about approving 5.7 billion for the federal government to purchase borderland from private owners willing to sell at fair market price?
If the funds were for that purpose I could see approving the whole enchilada… $25 billion. Trump could present that as sort of paving the way for a future wall but addressing the needs of property owners who would otherwise be rail roaded.
Not one penny to an actual wall and the baby in chief gets an out! Of course it would be simple for President Obama (Michelle) or Clinton (Chelsea) to designate these lands as federal wilderness areas...
Another solution that may appeal to the supposed business… erm… man in this character would be to authorize funding for the border wall in the grand total of $1.
What happens when companies with deep pockets win the legal argument but can’t make any recovery for what ever reason? They are awarded a sum of $1. Let Trump have an out by being able to point out that Democrats are technically approving a border wall… but without giving him anything tangible other than a way out.
