A buoy at Gray's Reef, Georgia, recently measured sustained winds of
47 mph (76 km/h) and a gust to 65 mph (105 km/h).
An observation Hilton Head, South Carolina, recently measured
sustained winds of 36 mph (58 km/h) and a gust to 47 mph (76 km/h).

The hurricane is traversing the Gulf Stream. Coupled with favorable atmospheric conditions, Dorian has slowly reorganized during the day today. I expect they’ll raise it back to Category 3 later this evening, or tomorrow morning, as some aircraft Recon data supports it. Coupled with a slight westward shift in some modeling tonight, the Outer Banks appear to be in danger. There’s not a lot of space here---basically inches (metaphorically)---that will keep the center just off shore or have it come onshore and move just west of the Outer Banks rather than skirt them, or move just east. This will occur during the day on Friday.
Because the storm is moving so slowly it is piling up a great deal of water ahead of it. This is also a rainmaker, and this area of North Carolina is not recovered from Florence or any of the other hurricanes that have battered the state since 2016.
Florida was spared, coastal South and North Carolina might be in for a blow.

ELSEWHERE IN THE ATLANTIC
Fernand is in the Gulf, and other than a rainmaker for parts of Mexico, it isn’t a major bother. Gabrielle is in the far Atlantic, and likely will go out to sea. There still are other disturbances worth watching as we head for the peak of hurricane season next week.
