Ideally we would have the capability to test everyone, everyday. But I don’t think we will have this capability in the next few months.
So I pose the question, could businesses still re-open?

Every endeavor in life does have risk. Even driving has risk. Many people die every year from car accidents. If we can reduce the risk to acceptable levels, then we can think about re-opening. The level of 2% sounds high. But the level of maybe 0.05% starts to sound feasible.

One way to approach this is to figure out how to de-risk businesses. For example, lets say you have a business where 200 people work in close quarters. OK I will ask every employee to work 20% of time so that I greatly reduce the density of people. People can practice social distancing at work. So this would be a limited re-opening but at least better than nothing

So the question is, can we minimize risk and also understand the risk.
