So if I read this correctly there was no plan whatsoever for what everyone knew was possible. “Robust plan for 1st amendment activities” but this “wasn’t 1A activity”. Therefore no plan. Am I reading that correctly?— jjtierney (@jjtierney) January 7, 2021
