Received this e-mail today from the Sierra Club regarding solar power in California:
The utilities' attack on rooftop solar just got a lot worse.
Assembly Bill (AB) 327 by Henry Perea (D-Fresno) would cut the growth of rooftop solar by nearly half!
The bill doesn't seem like an attack on rooftop solar, so here's what's scary about it: utilities want to start charging you flat fees, regardless of how much energy you use.
Tell your state senator and Governor Brown to support rooftop solar!

They're asking the legislature to let them add up to $120 in permanent charges on to your bill every year. That means that even if you go solar, you’re stuck with $120 in bills ($10 per month) every year.
It’s really simple: if utilities make it harder to save money by going solar, fewer people will go solar, and we’ll be stuck with more climate disruption and dirtier air (not to mention fewer solar jobs).
Email your state senator and the governor now and tell them: no to fixed charges, yes to more solar.

The good news is that solar is more affordable than ever. Two-thirds of installations are in middle class or low income communities across California.
But, if utilities are able to saddle customers with charges, regardless of how much energy they save by going solar, it will dramatically slow the growth of rooftop solar. Our own analysis indicates rooftop solar installations will drop 42% -- nearly in half!
California is the nation's leader when it comes to rooftop solar. We cannot afford to lose ground to fearful utilities and their attempts to keep our energy tied to increasingly expensive twentieth century technology.
Take a second to email your state senator and the governor. Tell them we need cleaner air, more jobs, and climate leadership that moves solar forward not back like AB 327.
